Birdfont is a font editor that lets you create vector graphics and export TTF, EOT, and SVG fonts. It is a free application, but donations of $10 or more are encouraged on the developer page and allow you to download BirdFont business version, which allows you to create special Fonts.

OpenType-SVG color fonts are a fairly new format and are not supported by some applications. Mozilla Firefox and Microsoft Edge support color fonts in browsers. Creating monochrome backups can take a long time if symbols contain small parts (hundreds or even thousands).
In addition, glyphs will include lots of details that are almost not compatible with the TTF network. You can work around this problem by creating blank graphics and importing a monochrome version with fewer color characters.
